I've submitted my site (www.larrywillis.com) to DMOZ and Google
Directory several times in the 18 months and it's still not listed.   
I've already read everything on the Google website. It should be
listed under Recreation, Guns, Reloading.   What can I do to get it
listed?

I looked at your site, and I don't see any reason that it shouldn't or
wouldn't be listed.

You say you have submitted your site "to DMOZ and Google Directory
several times in the 18 months and it's still not listed."

I'm sure you realize that Google uses the DMOZ.org entries for its own
directory and that you submitted your site on this page:

   - http://dmoz.org/cgi-bin/add.cgi?where=Recreation/Guns/Reloading


You will notice that there are no editors in the category you have
chosen, Recreation >> Guns >> Reloading, which may account for the
reason you site hasn't been added to the directory.

Categories without editors sometimes just sort of 'sit there', since
DMOZ is manned by volunteers who don't always look at directory
categories with no editors.

Sometimes it helps to move up one level and submit to that level,
especially if there are editors there. They are supposed to list your
site in the category under which it belongs.

In this case, Recreation >> Guns has two editors, Graham Kelley (gps)
   - http://dmoz.org/profiles/gps.html

and ieyasu-
   - http://dmoz.org/profiles/ieyasu.html

Therefore, I would suggest:

1. Either submitting your site to DMOZ under the category Recreation >> Guns, or

2. Contacting one of the editors for the Guns categories and
requesting their assistance. Graham Kelley has more contact
information.

There is an indication he's got entries stacked up to the sky, so he
may not get to your right away, but it would seem your best bet at
this time.

Please remember, though, we can't guarantee you'll be accepted for
inclusion in the DMOZ.org directory, since it is up to the editors;
however, as I said above, I can't see any reason  you shouldn't be
included.

I would suggest the contact or categories above, at least you will
know if your page has been looked at, even if it may take several
weeks.

If you feel this is a satisfactory answer, let me know, and I'll post
it as an answer.

I think a lot of times that the editors in charge of these directories
won't list company or commercial websites in their directories. It
seems rather individual. Good luck though!
