This appears to be a very difficult question to answer as I could not
find any reference yet on the Net about wi-fi use in incarceration
facilities. It seems to be a moot point on whether to allow prisoners
access to the Internet or not. A case in point is Lino Lakes. If you
mean wi-fi access points for guests at the prisons rather than for the
prisoners, it doesn't seem likely since people wouldn't find the
Internet a glaring priority when visiting prisons. Anyway, if I or any
researcher finds something, we'll let you know.

I'm not looking for application used by the prisoners or guests.  I'm
looking for WiFi/Wireless applications used by the prisons employees. 
(ie: Wireless Video Cameras around the prison which broadcast video
feeds to WiFi PDAs on guards belt;  Prison administration have access
to prisoners files via WiFi Tablet Computers when they visit prison
cells (Currently they carry around large file boxes from cell to
cell);  WiFi location device strapped to prisoners to enable finding
prisoners via WiFi Access Point location software;  Message alerts
sent to guards PDAs via WiFi.  Guards using Voice over IP on WiFi
network)
