The name is "Hoshyar Zebari". Mr. Zebari is the interim Iraqi foreign minister.
On 17 December 2003, Mr. Zebari has addressed the United Nations with
an appeal for UN unity and help in transition of the Iraq. Most
likely, this is the address Alistair Cook referred to.
Due to the complex matter of transcribing Arab names using Latin
characters, Hoshyar Zebari's name can also be found spelled as
"Hoshyar Zubari", " Hoshjar Zibari", "Hoshiyar Zebari", or "Hoshjar
Sebari"; most probably there are even more varying spellings.
