Hi jkhaley!

In these conditions, applying Vaseline is recommended.

Wayne Fett, senior associate director of recreational services at the
University of Iowa, advises:

"When it's really cold, it's a good idea to use Vaseline or some other
lubricant on your face to help prevent it from being chapped or frost
bitten. It's really important to stay hydrated with non-caffeinated
and non-alcoholic beverages. Staying hydrated is important because
when you are hydrated your skin won't dry out as fast, which also
helps prevent chapping and frostbite. Your blood won't be so thick, so
to speak, so your extremities will stay warmer. It may seem odd, but
that's the way it works."

Kathy Wheelwright, Spa Manager at the Stoweflake Mountain Resort &
Spa, Stowe, Vermont, is a skin consultant and well versed in how to
take care of skin during winter. Her advice is:

"Before you go outside, apply Vaseline (or its equivalent) to your
nose, lips, and other sensitive facial areas. If it is bitter cold,
bundle up and use a facemask or scarf to protect your skin from the
elements."

Hope that helps!
