There was a single released in the early 90's called "On the Way Up".
It was by a female singer and the chorus went something like:

"I'm on the way up
Got it all together
...
Tell me what you think about that."

The video clip showed the singer dancing in a red dress.

So, who's the singer, and what's the album?

Hello,

Here's what I found when searcing for information about the song "On
the Way Up".

The singer is Elisa Fiorillo and the album is titled "I Am".

Elisa Fiorillo Home Page

** Click on the link for the song "On the Way Up" near the bottom of
the page on the above link - you have to save it to disk and manually
rename the file as an .rm file, it tries to open it as a .txt file if
left to it's own devices. I listened to the song and it has all the
lyrics you listed in your question. The single was released in 1990.
