Only you, certain members of your family, a designated representative,
or a person you authorize in writing can obtain your birth record in
Arkansas.  This means that a Google Answers Researcher could not
obtain the birth record for you.  (Moreover, the cost of a birth
record is $12.00.)

However, I can tell you how you (or a family member, etc.) can order a
birth record in Arkanas.  Would this be a sufficient answer?
