I am going under the assumption that your "main pc" is NOT running the
Windows Server software, please correct me if that is not true.
This main pc will need to be running Windows XP Pro (not Home Edition)
to create the configuration you are interested in. Also, the drive
must be formatted with NTFS rather than FAT32.
The first thing to do is create user accounts for each person on the
PC where we will be creating the shared space. To create accounts,
right click on My Computer and choose Manage. Then open Computer
Management->System Tools->Local Users and Groups->Users. If you right
click the mouse in the right pane of this window, there will be a New
User... option. Create the users using the same username/password
combination they are using on the Windows ME systems.
Once the user accounts are created, you can start creating the folder
structure and setting permissions. Create a folder called Users (or
whatever you want to call it). Within that folder, create a folder
with the name of each person (could be username, could be full name,
doesn't matter).
Now you need to set permissions on each folder. Right click one of
the folders with the user's name and choose properties. Open the
Security tab. Remove the Everyone group from the list of permissions.
Give the appropriate user full control of the folder. You can decide
if you want Administrators or any other users to have permissions on
this folder. Set the permissions on the Users folder so that no users
can make changes, but can read the contents and remove the Everyone

Sharing the folder is the next step. Right click on the Users folder
and choose properties. Open the Sharing tab. Choose the Share This
Folder radio button and give the share a name.
Quotas are the last big step. Right click on the drive that stores
the shared folder. Open the Quotas tab. Check the Enable Quotas and
Deny disk space checkboxes. Set your default quota limits. Click on
the Quota Entries button and make a quota entry for each user. Follow

Now, when a user logs into a Windows ME system with a username that
exists on the main PC, they should be able to access their folder. I
would create a network drive that reconnects at each logon which
connects to the main PC's share.
