I have been working on this for a while (using MICROSOFTS ASP.NET).  I
am trying to create a page that will show a PHOTO (currently have
around 20 photos all different size).  A MAT (5 colors) and FRAMES (4
FRAMES).

I want the user to be able to EXPERIENT with different mats different
photos  and differnet mats.

Yet I have been able to get the MAT and Frames and photos the change
but my FRAMES are always falling apart.

I know it can be done (Allposters.com) and even better

That is what I really want to be able to do (they got it to work no
matter WHAT size the photo is.)

This is my first question, if you can find software or pre-made
scripts for this that would be great.  I will set the price at $30.  I
do not want anyone to WRITE the code for me.

I am doing that myself and am not will to spend $200 on this project.
