William Nairne/Nearne, also spelled Nern, Nearn and Nairn was
transported to Virginia between 1670 and 1673. He was a minister and
the official surveyor of Lower Norfolk County, VA in the 1670's.I want
the following information: When and where was he born, where did he
immigrate to VA from;
Who were his parents; What was his relationship to Thomas Nairne of SC
and Robert Nairne of MD and John Nairn of NC.

I found no answer to your question and leave it to other answerers. 

A "William Nern" was indeed the Parish minister of St. Elisabeth River
Parish in Lower Norfolk Country, Virginia, 1680. (see:
http://www.rootsweb.com/~vastaffo/virginiaparishsystem.htm)

The only thing I did find, is a Marriage Record, for one "William
Nairne" to a woman named Bessie, in Elie, Scotland, in 1639 (Sept.
19th?) - see http://homepages.rootsweb.com/~smalljd/mr/mr-scot-fi.htm

I don't know what measures you have already taken, but have you tried
local parish records and (maybe) also diaries of that period?

If you had a middle initial for this person it would make him a little
bit easier to research, since this was a somewhat common name.

Visit the website www.rootsweb.com
Click on the MESSAGE BOARDS box
Enter "Lower Norfolk County" in the FIND A MESSAGE BOARD box
Item #6 on the list will show a "VIRGINIA--HISTORICAL
COUNTIES--Norfolk County" message board for (1636-16??).
Enter your message on that message board so that a professional
genealogist can assist you in finding what you are looking for.

Frankly, it is amazing that you were able to find out what you've
already gotten!  Going so far back in time, access to records gets
more limited, but sometimes the professional genealogists know where
to look.
