Dear judge121-ga,

The Architect of the Capitol is responsible to the United States
Congress for the maintenance, operation, development, and preservation
of the United States Capitol Complex, which includes the Capitol.
This is from their 'Frequently Asked Questions' page:
Q: Is there any symbolic significance to the numbers of columns and
steps in various locations in the Capitol?

A: No. The numbers of columns and steps were determined for aesthetic
and practical, rather than symbolic, reasons

I hope this helps.
