Can a company make a cd for you of various artist who you choose?

Hi mithcdog, 
I checked about a dozen services that USED to perform the service you
are seeking, and they are no longer in business. I believe with the
proliferation of home CD-Burners and software, that these services
were no longer profitable.

I did find one site that offers this service:
