I am looking for a book, Bible specifically, with the ISBN 0798211660.
 The only copy I'm able to find is stored at the Cambridge University
Library. It was Published: "Cape Town: Vandla ra Bibele ra Afrika
Dzonga, 1996."  The Title is "Bible. Tsonga. Maluleke. 1996." Where
can I get an additional copy?

I located a copy in a library in South Africa which I assume does not
assist you. Their catalogue provides details of an organisation which
assisted in its publication. They sell bibles and testaments. I have
emailed this organisation requesting information. I shall keep you
informed.

I have found a library in New York that apparently has a copy. 
Conceivably, it might do some kind of interlibrary loan, or, perhaps
more likely, make and send you a photocopy of some portion for
scholarly purposes.  But I'm not sure whether you need the actual book
to own, in which case a library is not a good option.
