I need a C/C++ project (with source code) for loading 
CGM image files.  The project will need to 
compile under Microsoft Visual Studio .NET.

PCGPLOT from Pittsburgh Supercomputing Center may work for you.

It's C++ and presumably can be made to compile under .NET as it is
made to run under Windows, however the code does not include a Visual
Studio project.

PCGPLOT is a C++ version of the PSC program GPLOT that runs on an IBM
PC or PC compatible running Microsoft windows. GPLOT is a
PSC-developed program for the processing of CGM files.
