How do i get a list of ebay sellers with feedback rating of 15,000 or more?

I'm trying to consider your question and have one point of
clarification: Have you asked eBay to send you such a list?

eBay no longer provides lists of highest ranking sellers, because
these sellers were promptly inundated with large quantities of spam
when their username was made known.  So while it may be possible to
research a good answer to this question, the privacy policy of Google
Answers most likely prevents us from doing so.

No, I have not asked eBay for such a list. eBay does not provide such
a list. In the past, it was possible to get an email address from
eBay's system when the username was available. This is no longer
possible - even if one knows the username, email addresses are only
accesible if one is involved in a direct eBay transaction. In short,
one cannot get a list of usernames and build a email list to spam or
have access to a users email address or any other private data.

While I agree with the earlier posts that you can't find such a list
(legitimately) I would suggest that you consider attending or
participating in eBay Live in June, 2004, if you are targeting a
message to eBay sellers.

I believe it will be held in New Orleans this year.  Last year over
10,000 people -- most of them high volume sellers -- the kind who
would meet your criteria -- attended.

Booth space is limited, but you can contact eBay to find out the
details and apply.  I believe Chase Marketing is running the show for
eBay.
