How can I contact Dr. Vollertsen?  I searched, looking for most recent
news, and he appeared to have left S Korea for "Southeast Asia".  We
want to help him help the people of N Korea.

Have you tried contacting the Institute for Corean-American Studies? 
Vollertsen appeared at its Fall Symposium in October 1993:
