Where can I rent or buy small movies that do not have wide distro
here?  Is it possible to see on the internet, rent video tapes or ???

Do you mean by saying "small" to "short feature" films, or to films
defined by critics as "small" (as in "independent", "non-bombastic")?

In addition, are there any specific films you would like to see, or is
it a general request to find sources to buy/rent movies that were not
distributed in the US?

It seems that small independent foreign or USA films are found in very
large cities like NYC, LA, Chicago, etc--     Since my friend lives in
Carrollton, Ga, he wouold still like to see them at his home thru
somesort of a rental (video/dvd/internet)--   Do you know where he can
find something?

foreign films is a Chicago-based outfit known as Facets Video. For any
film buff such as yourself, their catalog is a delight. I can
recommend Facets to you without reservation. (I recently purchased
from Facets the wonderful series of films by the Polish director,
Kieslowski: The Decalogue. Like many Facets offerings, this set of 5
videotapes is part of the Facets mission to record and distribute
