I want to file a lawsuit against California Public Employees
Retirement System over the increase in benefits in my long term care
insurance.  The are a public entity and i can't sue under Business and
Professions Code 17200 for misleading advertising.  What procedure
must I follow to file a fraud suit against a California public entity?

An increase in BENEFITS would be a good thing for you. Do you mean an
increase in PREMIUMS?

yes.  i mean premiums.  i   bought inflation protection, got annual
letters setting new benefits, after 15 years got a letter saying
premiums were going up
