Is it possible for me to extract the background image from a
PowerPoint template, so that I can use a graphics program to cut
strips from the picture to use as edges for my PowerPoint slides?

Hi Ace!

Yup, it sure is possible. Here's what I would do ---

1 - Make blank PowerPoint slide using the background you want. 
2 - Save As: jpg 
3 - Open in Photoshop - manipulate as necessary. 

Now..how to get it back into PowerPoint? Your best bet would be to use:

Insert --> Picture from file.

Open the tamplate and then save the file as jpg. Then you can use any
graphics program to cut scripts from the picture.
