You can find the transcripts in the Congressional Record for January
6, 1981.  This is available at your local Federal Depository Library.

The link you were unable to click onto is a very long link, and
sometimes they don't work as "clickable" links. All you have to do is
highlight the entire URL link, highlight it, copy it, and paste it
into your browser. It worked for me!

The Answer Clarification button would have allowed your researcher to
explain this before you rated the question with a single star!
