Okay, that was fast.. I didn't think he was going to be up this late,
but he was and got back to me. Answer is, yes, but it is state
specific, so depending on where you are, and your state laws, he can
work with you on this.

Hi Randy,
Just got back into town here and got your message. I can contact him
for you, yes, but he does have the 800 number on his website and a
forum there too, where you can ask your question to him directly. If
you still would like me to do it however, I would be glad too, just
post another clarification request here, and I'll post you what I
learn from him.
