my buddy and i are interested in online casino gambling

Is Online Gambling Legal?
This quote from Kenneth F. Hense, the country's foremost lawyer in the
world of gambling appears on the Internet Gambling Commission website.
He says offshore bookmaking is legal and beyond the jurisdiction of
the United States government. Hense said John Russell of the United
States Department of Justice said in April and again in July that the
justice department has no jurisdiction over offshore bookmakers.
According to Hense, here is what both bettor and bookmaker must do to
avoid breaking the law:

There first must be a transfer of money from the bettor to a bank

to claim jurisdiction under the Travel Act and everybody could be in
trouble."

By using the third-party foreign bank as an intermediary, there is no

Powerbet Casino is a NO PAY casino.  I've been trying to get my money
out of them for months!!!

In addition, the Internet Gaming Commission is a bogus organization. 
Only those casinos who pay are on their site.

I know 32Red is one of the few casinos that will refund winnings to a
credit card and not just a debit card. http://www.oggs.com allows you
to search a 100 or so online casinos by banking option too which may
help you find credit card depositors. You'll ned to read the terms for
each casino to see about payouts - most will ask you for ID if you are
from the US as strictly speaking its illegal to gamble, but as most of
these casinos are based "offshore" its unlikely you'll run into
problems. I read that 65% of US households have or do gamble online
anyway :)

The top casinos, those of the Belle Rock group, the aforementioned
32Red etc wil pay out within 24 hours - most should do that. If you
play a casino on the Microgaming platform, you'll get a fair gameand
generally they pay quick as the most reputable online casinos are
either MG or Crypto i find.

Many of the casinos listed in the answer have not so good reputations.
It's important to do some research before you spend any money at
online casinos. Sites such as http://www.gamble365.co.uk list criteria
to assess good casinos, for instance their licensing arrangements,
customer support etc. Also, check out message boards such as the one
at Casinomeister, where there is honest and sometimes very frank
feedback about the casinos.

All said and done, be very careful, and remember that it's your money.
