Are you hoping to find a company that does this sort of thing? If so,
I have located one for you. They have sent me some brief details about
how their art is created and how much the finished product normally
costs a customer who orders it.
Or, are you more interested in the process itself, say for example,
for the purposes of starting such a business, learning more about it,
etc?

Sorry about the delay but have had serious computer problems. Here's
the clarification you requested: I want to find company that does
this sort of thing. Interested initially in only one, two, or three;
ultimately in thousands

Sorry about delay but have had computer problems. In response to your
clarification request re: Creating figurines from photographs, I want
to find company that does this sort of thing. Would be ordering in
quantities of two or three initially and ultim ately in many
thousands: 10,000 to 100,000 or more.u

Beyond the one site that I found (and the limited information I got
from them) I have had no luck finding an answer to your question.
