I am looking for previously published research that addresses the
questions that follow. I will respond promptly to requests for
clarification that are posted between 9am and 4pm PST:
1. Who are the habitual California nonvoters (i.e. eligible but not
registered) and habitual low-propensity voters (i.e. registered but not
participating)looking at demographic factors such as age, race
and ethnicity, income, etc.?
2. Both in California and nationally, what are the barriers to, and
incentives for registering to vote and/or voting among racial
minorities, immigrants, children of immigrants, young people and the
economically disenfranched?
The answer is needed by Friday, Feb 6 and should include the following:
1. An index/inventory of all published poll/survey or focus group
findings (published after 1980) that address these questions. The
inventory should include research dates, authors, topic, abstracts
(where available) and
information on where the reports are available.
2. Electronic copies, when available, of all readily-available
research that is included in the index/inventory. This can include
articles or papers authored by those who have conducted or sponsored
the research, as well as copies of the actual research product. If
they are not readily available, i.e., not available in electronic
format, or if they are only available for a fee, that information
should be included in the index/inventory, again, including where and
how they can be obtained.
The index/inventory DOES NOT need to include published articles that
address these questions that are authored by individuals not directly
associated with the actual research.

I would be happy with five unique sources, as long as they meet the
following criteria:
1. Each source must cite a unique research product; i.e. no two
sources should reference the same work;
2. As I already have what I need in the area of "youth voters" or
"young voters", all sources must cite research that addresses either
cultural,race-based, ethnicity-based, or income-based incentives or
barriers to participation in the voting process.
3. Sources must cite research that is specific to cultural,
race-based, ethnicity-based, or income-based incentives or barriers to
participation in the voting process. Ideally, they should be
referenced in the title of the research product. Example: ?Barriers
to Voting Participation by Vietnamese-Americans.? is something I would
want. If any of my areas of interest are specifically addressed in a
portion of a work titled ?Who are America?s Non-Voters and Why Don?t
They Vote,? then the portion should be excerpted and its location in
the larger product should be indicated.
4. Each source used must be for either a qualitative or quantitative
research product using scientific methodology. In other words, I'm not
interested in informal polls or surveys that did not use legitimately
representative samples of groups of voters or potential voters.
5. Since today is Feb. 6, I will extend the deadline for answering the
question to 2PM PST on Monday, February 8.
