I'm looking for a website that has an accurate time line or list with
dates of when features, capabilities, and services were added to
Google.  I wish to verify that the dates that I've included and add
more to Google Guide, http://www.googleguide.com/new.html, my online
tutorial that makes searching on Google even easier.

A good source of information is Google's press releases ... have you tried there?

   - ://www.google.com/press/pressreleases.html

They have the releases all the way back to 1999, and it's an excellent
historical look at their milestones.

Most of the dates on your Google Guide look accurate and confirmable. 
I'm still looking for a few as they seem to be buried deep.  I'll keep
searching but if another researcher can close out this question
earlier, be my guest.
