Is it possible to buy back an ROTC scholarship without serving in the military?
I would like to consider this possibiliy for my daughter but not sure
where to begin the process. If it is possible I would like the
information to inquire further.

Is your daughter past the first year of the scholarship already? If
not, the information on this website appears to indicate that she can
exit the ROTC program without any obligation to the military, as long
as she does it during or at the end of the first year:

Droping out of ROTC and reimbursing the military -- even well after
the first year of the program -- is not unheard of, and there is
probably some language regarding this in the contract your daughter
signed (for Army ROTC it's probably around paragraph 8).  In a
nutshell, though, it's the military's call as to whether they accept
the act of dropping out, or insist on the trainee following through on
their contractual commitment.

She received scholarship money for 2 and 1/2 yrs and has a military
committment of 4 yrs active duty. I know that scholarship money needs
to be paid back if there are adverse actions against the cadet or
perhaps if medical issues arise, however, I would like to know if
there is a record for doing it voluntarily, probably through legal
channels. This is my first time using Google Answers and I wasn't sure
if I should post this question under education or law.
