I am looking for the complete text of the commencement address that
Dr. Martin Luther King delivered in June of 1963 to the graduating
class at City College of New York.

Dr. King's papers are being indexed by Stanford. I couldn't find
anything for that period other than a couple of addresses to rallies.
That was the Birmingham epoch. Also, Dr. King's speeches are copyright
protected, and might not be available on the Internet.

I do know that the speech is available on some level because the
current President of CCNT quoted from it in a commencement speech in
the last year or two.

The current President of CCNT quoted from this speech in his
commencement speech of May 31, 2002:

He may, of course, have found the speech in a book, or perhaps even in
CCNT archives.

It is clear that the extract Dr Williams used is widely quoted and
available on the Internet - though not necessarily the whole speech. 
It is also clear that Dr King himself used this speech or adaptations
of it, or at least this extract, on a number of other occasions as
well.

You will find segments of the CCNT address scattered in a speech given
at his honorary degree ceemony June 1961 at Lincoln University
<http://www.indiana.edu/~ivieweb/mlkad.html>,  and many echoes of this
speech in his address at Western Michigan University recorded (on
radio?) in December 1963
<http://www.wmich.edu/library/archives/mlk/transcription.html>.

He may well have used parts of these addresses for the commencement
speech at CCNT.

Hope this helps get you (or other researchers) closer to the full
address.  Just a thought, why not write and ask Dr Williams where he
found his source?
