Can an individual with an expired visa sue a U.S. citizen?

If he is in the USA illegally, is he still allowed to sue a U.S.
citizen after his visa has expired? The lawsuit concerns statements
published on the Internet which he feels is hurting his online MLM
marketing business. Or would he be attempting to utilize the United
States court system while he is in violation of Federal law himself?

I would imagine that any citizen in America may be sued by any person
in the world if that citizen has committed some wrong against that
person. I do not think that it would matter that he is in the US
illegally.

I haven't had much luck tracking down the right court case, but it
appears that the person does have the right to sue. Perhaps these two
