Another question is that the term "outstanding" is a very subjective
matter. Would just a listing of the different type of organizations
like the one above be enough as a legitimate asnwer?

Yes, that is the type of organization we are interested in, but
standing alone we can not assess how well it uses it website as a
means of communication. Many think tanks write good material, but no
one reads it because it is not very accessible to the public.

I do not understand. Wlf publishes lots of things in its website about
its organization's policy activities like these papers.

Here is my proposal to you:
If I can find other regulatory think tank websites publishing their
papers like this would it be ok to post them as answer?
Will it be ok also to get organizations aside those from Washington DC
since there might be only a few of them found on the web?
How many of such organizations do you require?

Yes, but confine them to DC and see if you have any third-party
statements on their acceptance by Washington movers and shakers.

I have found a great number of think tank websites from Washington DC
that has a great number of published papers on the website.
I cannot find that much noteworthy reviews of them however.
Would just the list of the websites of Washington D.C. Policy think
tanks be enough?
