I am looking to have bolts of stretch cotton fabric printed.
1. I have a fabric that I am currently using, but I need it printed on
a 30 degree angle and on a stretch cotton instead of plain cotton. The
two manufacturers are Richloom Fabrics and Waverly. The Richloom
fabric is called "Nursery Time Toile" and the Waverly fabric is called
"Rustic Life." (If the companies themselves can not/will not print it,
is the fabric copywritten and how much is it to purchase the right to
use the pattern?)
2. I also am looking for someone to design a fabric (similar to the
patterns listed above). I would like contacts of people/companies who
do this.
3. I need contacts of a few companies who can supply the stretch
cotton fabric and do the printing. The fabric must be machine
washable. The minimum order must be affordable for a very small
business.

Hello -
Richloom will not license the pattern unless you're printing thousands
of yards. They want a royalty for every yard. I haven't heard back
from Waverly yet, but I'm guessing it's probably a similar situation.
This changes the face of your question a bit. I'll let you know what
Waverly says before I suggest how you can restructure the question or
price.
In the meantime, can you tell me what you'll be using the fabric for,
and are you interested in screen print? Is this a mixed
cotton-polyester fabric? The stretchability has something to do with
this. What is considered affordable? What kind of quantities?

I just confirmed a similar situation with Waverly.
You can feel free to lower the price of your question to $50, and I
can furnish you an answer to your other questions.
I have contacts for your second question. In terms of the third
question, this will be tricky if you're looking for very small
quantities (as in <25 yards?). Depending on the yardage and use, it
might have to be silk-screen one-off shops.

I figured that might be a problem with Richloom & Waverly being so big...
Okay, moving on... For fabric, either stretch twill or stretch poplin.
Has to be a woven and not a knit because it must be able to spring
back to its original shape.
I know the fabric I'm currently using is somehow printed and not woven
through because the pattern is only on one side, so perhaps screen
printing would work, as long as the printing will not fade over time
and with washing.
I am looking to spend less than $8.00 per yard. I am looking to have
one pattern in three different colors.
I'm looking to order a bolt (between 15 and 60 yards, depending on the
company) of each color.
Regarding the person/company designing the pattern, what information
do you need from me? I know that I want it to be a nursery rhyme
pattern similar to Richloom, although obviously a different nursery
rhyme. What will this cost?

I will continue to look, but after talking to a number of sources, it
seems as though the quantity you're looking for is somewhere in
between typical screen-printing for t-shirt size prints and
large-quantity mill printing. I have talked to more than one printer
that says it's not cost effective to do small quantities. One printer
says it's like $500 just for one screen, and they blow through 50
yards just to test the screen.
I'm informed by another company that, for cotton, your only real
option is silk screening, because ink jet is not washable and dye
sublimation would burn the fabric; digital printing is most likely way
out of the price range.
In short, the price, quantity and quality variables you've presented
seem to be incompatible. Can you tell me what this fabric is for?
Perhaps there is an alternative way of approaching this.

Sorry for the delay on this. From what I can tell, I'm afraid your
request falls either A) outside the capabilities of typical short-run
or long-run houses, or B) outside your price range. Perhaps another
researcher has other options to pursue.
