It is legal to advertise gambling as long as it is legal to gamble at
the physical adress of the gambling establishment.  Casinos in Las
Vegas have commercials on US TV as well as around the world.  Their
are plenty of websites, such as www.layingodds.com that compare, and
therefore advertise for online gambling establishments all around the
world.  The taxing issue of the gambling winnings is the real
question.
