This is an interesting site, and it uses a layout common to many
content management systems. There are many different content
management systems, but as a professional web developer, I will list
those I have found to be easiest to use, customize and most widely
supported.
What is a content management system you ask? According to the John
Hopkins Glossary of Web Publishing Terms

content management system, or CMS, is "Software that enables one to
add and/or manipulate content on a Web site. Typically, a CMS consists
of two elements: the content management application (CMA) and the
content delivery application (CDA). The CMA element allows the content
manager or author, who may not know HTML, to manage the creation,
modification, and removal of content from a Web site without needing
the expertise of a Webmaster. The CDA element uses and compiles that
information to update the Web site. The features of a CMS system vary,
but most include Web-based publishing, format management, revision
control, and indexing, search, and retrieval."
Of the many types of content management systems, those you have to buy
and those that are open source, and best of all, free. I have found
these open source CMS scripts/programs, to be just as reliable,
flexible and thorough as many of the paid options. All the options I
will provide for you are free, and open source:
