Is there a way to send money online via western union were i can
either send the more via paypal or Credit card ands they send the
money as cash?

So here is what i want to do, send money online my friend somewere
around the world gets it in cash, he dose not have paypal the best
thing would be western unoin.

You can send money online from the US or Canada via WesternUnion.com:

Their fees vary depending on where you are sending the money.  Also,
they limit how much you can send online within 30 days, to $1000 or
$2000 depending on your transaction history with them.

Another service to check out is iKobo:
http://www.ikobo.com/
Their fee is 4%, with a $2.00 minimum

Or you could try Moneybookers.com:
http://www.moneybookers.com/app/
Their fee is 1%, capped at .50 Euros per transfer

cash, but can be convenient.
