Question: I am interested in importing baby carriages from Spain.  The
tarriff code in the US Customs website:
http://hotdocs.usitc.gov/tariff_chapters_current/toc.html is 8715.00. 
That listing gives two percentages: 4.4% and 45%.

Q. 1: Which percentage is correct for Spain?
Q. 2: What brokers are recommended by the US consolate (if any)to
facilitate export from Spain to the US?

To address the first part of your question, the appropriate duty rate
for importing baby carriages from Spain is 4.4%, the general duty
rate. The 45% rate applies only to shipments from Cuba, Laos, and
North Korea. You can confirm this by referring to Section 3., Rates of
Duty, in the General Notes to the Harmonized Tariff Schedule of the
United States (2004):

"(b) Rate of Duty Column 2. 1/ Notwithstanding any of the foregoing
provisions of this note, the rates of duty shown in column 2 shall
apply to products, whether imported directly or indirectly, of the
following countries and areas pursuant to section 401 of the Tariff
Classification Act of 1962, to section 231 or 257(e)(2) of the Trade
Expansion Act of 1962, to section 404(a) of the Trade Act of 1974 or
to any other applicable section of law, or to action taken by the
President thereunder:

Cuba   Laos   North Korea"

As well, Spain does not fall into any of the groups that receive the
Special preferential duty rate.

For the second part of your question, where you ask about any customs
brokers recommended by the US consulate, it is normal practice for the
US State Department to not provide preferential treatment to any one
service provider.

In your case, where you wish to import goods from Spain to the US, I
