My 1995 VW mass air flow sensor is saturated with oil.  Can it be
cleaned (repaired)?

Yes.  You can use either what is referred to as "carb cleaner" or
"choke spray" to clean MAF's of oil and residue.  The best I have
found is by a company called berkbile (which you can pick up at most
major auto retailers):
