Don't know the answer to this, but from experience (as an architect talking to planning authorities in the UK) no CITY in the world would be crazy enough to do this, economic pressures will always win out if somebody wants to build a tall building. |

Thank you for your response. From one architect to another-as much as I logically agree with your statement from an economic standpoint, there are at least 3 cities that I'm aware of in Europe abiding by such a statute, namely Rome, Lazio, and Prague. But I may be mistaken. Regardless I'm still looking for the US model which I'm starting to think doesn't exist. |
