Hi.  I am looking for information on website content management
systems (CMS).  The context is a CMS for an individual website (not a
big system or portal) so that site owner can easily maintain the site
and add and update content without need for HTML.

In particular, I am looking for information on the best rated CMS
platforms or software (open source and other), the recommended
features for a good CMS, and the typical cost of hiring web developer
to create / install a CMS for an existing website (apx. 30-page site).

I am a web developer who frequently uses CMS's for my clients, and I
can easily answer the first part of your question, however,
determining what costs are for hiring a web developer depends a lot on
where you are.

Without providing your exact address, can you tell me the city and
state or city country information if outside the US where you live so
I can better qualify your answer for your locality.  Of course, if you
don't mind someone who isn't local to you installing it for you, you
can probably get a cheaper quote.  I will address that as well once
I've heard from you!
