t’s almost 3 years that I'm looking for a movie, an American I think,
It’s a comedy film that filmed I thing in the latest '70 or in the '80,
The film started with a young teenage boy that put his family staff in a van
His sister and their brother move to a rich neighborhood, they did allot of 
parties and noises to their neighbors 
They always invite their brutal friends. In one scene in the movie the brother 
made a trick with his sister to one of their neighbors,
The man who works in a car sale garage wanted the sister but he was married, so 
they made him kiss her and huge her and when they both were naked the brother 
took a picture and later he came with this picture and asked for a new car 
or ...,after they got the new car they continued to make troubles all over the 
city,
one scene that i remember is 2 girls that play tennis naked...
At the end of the film the neighbors don't have the choice- they join them,
In the film there are allot of nude scenes and it's very funny film too.

in Holland so I instantly recognized your description of the movie.

three, they also made "Flodder in Amerika"

After the movies they made it a television series

actors from the movie and I don't think they will be broadcasted
outside the Netherlands.

I think the movie you are looking for is Flodder (1986), though this is not an 
American film but a Dutch one. The director is Dick Maas.
