Hello Davesha,

Hmm. Are you referring to the layering order of graphic objects in
Word or the use of a watermark?

For examples of both, use
  Help -> Search Word Help
and then enter layers as the phrase. The topic titled "Ways to
position text and graphics" illustrates both of these alternatives as
well as several others.

I have addded a picture to be ioan a layer beneath the lettering.  I
cannot click on it and bring it forward to edit or move it.
