How can I make a gel pad (like those used with mouse or keyboard)in a custom shape?

I have a space in my car's armrest where my car phone used to be. 
It's uncomfortable.  I'd like to make a gel pad to fit in the space
(approx 2x8x1.5)

I found one article detailing how to make a Gel Seat for a Motorcycle..

Since the Gel Inserts are only .5" Thick, is it okay if the Gel Pads

Stacking standard 1/2" pads is not what I had in mind.  I'm looking
for step by step instructions for molding a gel pad in one piece that
will fit precicely.

Mastectomy pad site has 2 basic suggestions:  balloon fill...which is
not shaped the way I need, or mold and layer after layer of caulking
allowed to dry (way too long).

Let's focus on the gel wrist pads I see at CompUSA every day.  However
they're made would seem to be most relevant.
