The State of North Carolina has 12 requirements to obtain a motor
vehicle dealers license.  You can see these requirements at

The license is applied for through the North Carolina Department of
Motor Vehicles License and Theft District Office. The local office for
Mecklenburg County is in Charlotte:

They will also be able to answer any questions regarding local
requirments for Mecklenburg County.
