As an addition to Omnivorous' request for clarification above, I can confirm that IDC does produce an annual review of the Telecom and IT sector spend for Ireland specifically. Ireland is one of Europe's hotbeds of telecom and IT growth. It is pricey, though: the 2003 edition, released in July 2003, sells for US$5175 for a 151 page report.
