Telecom question:  For the specific type of ISDN PRI T1 two-way telco
voice trunk known as DAL ("Dedicated Access Line"), are there inherent
restrictions which cause outdialed toll free (800, 888, etc) numbers
to fail (eg, receive an ISDN Q.931 cause code 44 "service or option
not available" error)?

That should be a cause code 63 "service or option not available" error.
