Yes, this is correct.
The London Gazette Supplement of 12 June 1941 says:
"The KING has been graciously pleased, on the occasion of the
Celebration of His Majesty's Birthday, to give orders for the
following promotions in, and appointments to, the Most Excellent Order
of the British Empire:
[...]
To be Additional Members of the Civil Division of the said Most Excellent Order:
[...]
Athamanakottai Subrahmanyam, Esq., Deputy Military Accountant-General."
Although their spelling of his first name may be incorrect, the London
Gazette is a definitive source of information on honours. Some of its
archive is now online at:

the button next to "World War II Records" and then click on "Search",
you will be led to the right page in the Gazette to see the entry for
