I am considering purchasing a new home and daily I need to commute to
either downtown minneapolis or downtown st. paul.  I would like to
find a resource that can give me a table or map of average driving
times from anywhere in the twincities area to each of these downtowns.  
 I would like this resource to be based on actual traffic data
collected over a period of time.  This doesn't need to be real-time
data.  I would be interested in commuting times based on day of the
week and time of day.

This is something I can reference when I am considering where to purchase my home.

I don't know of a specific place that does this but if you have a
general area narrowed down maybe consider clocking your driving time
from work to that area?

Yeah, that's probably what I'll end up doing.  I really am hoping that
a resourceful googler would be able to find someone who's already done
this and posted their results on the web.  Considering the number of
home buyers, someone must have wanted something like this before.

I don't mind if the result is a personal web page of someone whose
done this; I just would like the results based on actual facts (timed
drives or equivalent).  When I ask my friends about times it takes to
drive into town their numbers always seem smaller than is actually
possible.  Almost as if their answers are what they WISH their drive
time was, not what it actually is.

Mapquest.com has features exactly like what your looking for.

Yeah Mapquest does.  But how does it estimate drive times?  If I could
find some validity in their drive times and a way to set drive times
based on traffic patterns, that'd be the answer.

BTW, everytime I've used mapquest I've found the drive times to be overestimated.

Thanks for the input though.  I am losing hope in finding an answer,
is that because I'm not offering more money?  If that's the case,
considering the time expected to find the answer what's an ideal
dollar level?
