I'm looking for a webmail server that will run on apache and be able
to handle virtual domains and server mail out of the maildir format
WITHOUT needing to setuid root or use IMAP or POP3 servers. (qmail is the MTA)

You can always use MS Exchange. There are some companies that provide
hosting services so you do not need to purchase it and install it
yourself.
