I have a friend in South America who wants to learn Japanese in Tokyo.
 I would like a list of universities/language schools (and their

"college visa"). Application must be conducted through SNG.

Visas obtained through SNG are sponsored by SNG, making SNG leagally
answerable for the actions of the student during their stay in Japan.
As such, SNG requires that anyone applying for admission to the
"Study-Abroad" program have a guarantor, such that the school will
have a reliable and stable contact person, in the event of
documentation or legal trouble.?
