I am being asked to carry out an escrow transaction on a site called
www.bmo-deal.net  Does anyone have information on this site, is it an
elaborate fraud or legitemate

I think this information will assist you. I must remind you of the
disclaimer at the bottom of this page.

First, you will note the web site has the following copyright
information at the bottom of the page 'Copyright ® 2000-2004
BMO-Deal.net'. On the 'Terms of use' page it has 'Copyright 1999 -
2003, BMO Deal'.

The domain name was not registered until very recently: 29 Feb 2004. 

No address is supplied for the company. The contact telephone number,
208 340 2314, is located in Boise, Idaho. Domain name registration
shows the company is apparently based in Texas.

On the web site, it has the following statements:
The Office of Fair Trading, Consumer Credit Act 1974 Class A & B License # 248399
HM Customs and Excise, Money Services Business License # 121450060

I telephoned the Customs & Excise in the UK. They are responsible for
issuing Money Service Business Licenses - National Advice Service on
0845 010 9000.

They stated that License # 121450060 has not been issued. A similar
number, 12145060, has been issued to an Escrow Company in the UK,
Auctionpix. Customs & Excise stated they would not have issued a
license to a US based company.

By coincidence, this genuine Escrow Company also have the same
Consumer Credit License Number as that stated by BMO Deal. I was
unable to contact the Office of Fair Trading to confirm this license
number as the office is closed.

The UK Escrow company has the following information on its web site
"As we are UK based, there is no Escrow organization we can be
'bonded' by, unlike the USA.
For your additional security, we hold a Credit Brokers License Class A
and C (# 248399) issued by the Office of Fair Trading, a UK government
department, and are licensed by HM Customs and Excise as a Money
Services Business (License Number #12145060).

sites (I have not checked these sites to test their veracity). Use
