I know how to create a short cut on my desktop for IE with the
properties of "C:\Program Files\Internet Explorer\IEXPLORE.EXE"
http://www.answers.google.com.  This opens IE and takes me right here.
 How do I create a custom icon for this?  (Say from a .jpg or .bmp
file.)  Thanks!

If I'm reading you right, you should be able to right-click on the
desktop icon (assuming a Windows system), and then select Properties
from the menu.  The Properties box that opens up will have a "Change
Icon" option, and you can then select any image file you want as your
new icon.

Let me know if this works.
