I need a list with a brief explaination for each of all the software
tools available to a consumer (either web-based or of the shelf) for
the purpose of drawing their pedigree (at least three generations of
relatives displayed)

Researchers often steer clear of questions that ask for "all" of
something. It's practically impossible to compile a list that contains
all of anything; even to attempt to compile such a list of
genealogical software might take days.

Your question will be much more answerable if you'll specify how long
a list you require. Given the price that you've set, I would think
that a list including descriptions of five or six such programs would
be reasonable.

I believe 5-6 of the most commonly available would be a reasonable
list.  These should be tools that an unsophisticated software
user(i.e. a 55 year old women) can navigate through an easy to
understand graphic user interface.

I won't be posting an answer to the question, since it's outside my
areas of expertise, but I wanted to mention a nice list of "freeware"
