On August 9, 2001, President Bush appeared on US TV to explain the new
regulation of embryonic stem cell research.
?Bush's decision was that federal funds for research on existing stem
cell lines, 'where the life and death decision has already been made',
would be allowed - but any research to create new embryo stem cell
lines or work on lines created privately after 9.00am on 9 August 2001
would be ineligible for federal funding.?

President Bush on Stem Cell Research
August 9, 2001

?I strongly oppose human cloning, as do most Americans. We recoil at
the idea of growing human beings for spare body parts, or creating
life for our convenience.?
?And while we must devote enormous energy to conquering disease, it is
equally important that we pay attention to the moral concerns raised
by the new frontier of human embryo stem cell research. Even the most
noble ends do not justify any means.?
(..)
?As a result of private research, more than 60 genetically diverse
stem cell lines already exist. They were created from embryos that
have already been destroyed, and they have the ability to regenerate
themselves indefinitely, creating ongoing opportunities for research.
I have concluded that we should allow federal funds to be used for
research on these existing stem cell lines, where the life and death
decision has already been made.?
?This allows us to explore the promise and potential of stem cell
research without crossing a fundamental moral line, by providing
taxpayer funding that would sanction or encourage further destruction
of human embryos that have at least the potential for life.?

The Fact Sheet released August 9, 2001 from the White House regarding
Embryonic Stem Cell Research
"As a result of private research, more than 60 genetically diverse
stem cell lines already exist" I have concluded that we should allow
federal funds to be used for research on these existing stem cell
lines " where the life and death decision has already been made", This
allows us to explore the promise and potential of stem cell research"
without crossing a fundamental moral line by providing taxpayer
funding that would sanction or encourage further destruction of human
embryos that have at least the potential for life."
-- George W. Bush
?No federal funds will be used for: (1) the derivation or use of stem
cell lines derived from newly destroyed embryos; (2) the creation of
any human embryos for research purposes; or (3) the cloning of human
embryos for any purpose. Today's decision relates only to the use of
federal funds for research on existing stem cell lines derived in
accordance with the criteria set forth above.?

?I oppose the use of federal funds for the destruction of human
embryos for stem cell research. I will work with and I will work with
Congress to pass a comprehensive and effective ban on human cloning.
Human life is human life is a creation of God, not a commodity to be

President Bush urged the Senate to approve legislation for a total ban
on human cloning.
President Bush Calls on Senate to Back Human Cloning Ban
Remarks by the President on Human Cloning Legislation
April 10, 2002
?As we seek to improve human life, we must always preserve human
dignity. And therefore, we must prevent human cloning by stopping it
before it starts.?
(..)
?Allowing cloning would be taking a significant step toward a society
in which human beings are grown for spare body parts, and children are
engineered to custom specifications; and that's not acceptable.?
(..)
?I believe all human cloning is wrong, and both forms of cloning ought
to be banned, for the following reasons. First, anything other than a
total ban on human cloning would be unethical. Research cloning would
contradict the most fundamental principle of medical ethics, that no
human life should be exploited or extinguished for the benefit of
another.?
(..)
?I stand firm in my opposition to human cloning.?
(..)
?I strongly support a comprehensive law against all human cloning. And
I endorse the bill -- wholeheartedly endorse the bill -- sponsored by
Senator Brownback and Senator Mary Landrieu. This carefully drafted
bill would ban all human cloning in the United States, including the
cloning of embryos for research.?

?We'll also work with Congress to pass without delay a comprehensive
and effective ban on human cloning. We can push the limits of medical
science while maintaining the highest of ethical standards. Human life
is a creation, not a commodity, and should not be used as research
material for reckless experiments.?

Statement by the President
July 31, 2001
?The moral issues posed by human cloning are profound and have
implications for today and for future generations. Today?s
overwhelming and bipartisan House action to prohibit human cloning is
a strong ethical statement, which I commend. We must advance the
promise and cause of science, but must do so in a way that honors and
respects life.?

Statement by the President
February 27, 2003
?Today's resounding bipartisan vote in the House demonstrates concern
for the profound moral and social issues posed by human cloning. Like
most Americans, I believe human cloning is deeply troubling, and I
strongly support efforts by Congress to ban all human cloning. We must
advance the promise and cause of medical science, including through
ethical stem cell research, yet we must do so in ways that respect
human dignity and help build a culture of life. I urge the Senate to
act quickly on legislation banning all human cloning.?

Remarks by the President in Welcoming to the White House the Aid
Workers Rescued From Afghanistan
The Rose Garden
Nov. 26, 2001
THE PRESIDENT: ?My reaction, Terry, is that the use of embryos to
clone is wrong. We should not as a society grow life to destroy it.
And that's exactly what's taking place. And I have made that position
very clear. I haven't changed my mind. And this evidence today that
they're trying to achieve that objective, to grow an embryo in order
to extract a stem cell, in order for that embryo to die is bad public
policy. Not only that, it's morally wrong in my opinion.?

US House of Representatives Votes to Ban All Forms of Human Cloning
?US scientists are reeling after the US House of Representatives voted
to ban all forms of human cloning. If enacted, The Human Cloning
Prohibition Act of 2003 will impose a complete ban on human cloning,
whether to create a pregnancy or for medical research. The Act would
also make it a crime to "receive or import a cloned human embryo or
any product derived from a cloned human embryo." Offenders would face
a fine of $1 million and 10 years in prison. In theory, this means
that US citizens seeking embryonic stem cell research-based treatments
abroad could face criminal charges when they return home. The bill now
moves to the Senate, which failed to make a decision on a similar bill
back in 2001, however the new Senate majority leader, Tennessee
Republican Bill Frist, has said he supports a ban on all cloning,
including therapeutic cloning.?
