I need references backing up the following statements: As President
George Bush  supports legislation to criminalize therapeutic cloning,
seeking jail sentences for scientists, doctors and others who
participate in cloning.; that he has denied NIH funding for
therapeutic cloning, and made statements equating therapeutic cloning
to "using young humans as spare parts".

On August 9, 2001, President Bush appeared on US TV to explain the new
regulation of embryonic stem cell research.

?Bush's decision was that federal funds for research on existing stem
cell lines, 'where the life and death decision has already been made',
would be allowed - but any research to create new embryo stem cell
lines or work on lines created privately after 9.00am on 9 August 2001
would be ineligible for federal funding.?

US House of Representatives Votes to Ban All Forms of Human Cloning

?US scientists are reeling after the US House of Representatives voted
to ban all forms of human cloning. If enacted, The Human Cloning
Prohibition Act of 2003 will impose a complete ban on human cloning,
whether to create a pregnancy or for medical research. The Act would
also make it a crime to "receive or import a cloned human embryo or
any product derived from a cloned human embryo." Offenders would face
a fine of $1 million and 10 years in prison. In theory, this means
that US citizens seeking embryonic stem cell research-based treatments
abroad could face criminal charges when they return home. The bill now
moves to the Senate, which failed to make a decision on a similar bill
back in 2001, however the new Senate majority leader, Tennessee
Republican Bill Frist, has said he supports a ban on all cloning,
including therapeutic cloning.?

"President Bush ordered the National Institutes of Health not to fund
any research on stem cells harvested from embryos after Aug. 9, 2001.
NIH identified 78 cell lines that met all the restrictions, and 12 of
those lines are now available for study.

But many stem cell scientists say the policy severely restricts
research. For instance, none of the cell lines available could be used
to treat patients because they were grown using mouse cells and may
contain rodent viruses.

"President Bush has set a policy that excludes a lot of research and
that has really put a pall on the field," said campaign supporter
Keith Yamamoto, vice dean for research at the University of
California, San Francisco School of Medicine."
